The CQUIN HIV Minimum Package SQA Toolkit is a rapid, harmonized tool designed to help ministries of health assess and safeguard the quality of prioritized HIV services during funding transitions and HIV program integration.

As countries shift toward domestically sustained systems and integrate HIV into primary health care (PHC), maintaining service quality is critical. Expanding services without maintaining quality standards can compromise retention, diagnostic accuracy, and treatment success. The SQA Toolkit provides a practical way to monitor whether essential HIV services are being delivered to standard—regardless of whether they are standalone or integrated into broader care models.

The toolkit is streamlined for ease of use, adaptable to national guidelines, and designed to generate actionable data that informs sustainability planning and continuous quality improvement.
