As programs adjust to new funding realities, CQUIN will support network countries to preserve critical services that are particularly vulnerable to changes in donor funding and priorities.

Services that meet the unique needs of key population groups and highly efficacious biomedical HIV prevention interventions, such as pre-exposure prophylaxis (PrEP), remain essential for achieving HIV epidemic control and long-term sustainability goals. To improve the coverage and quality of these critical services in the public sector, activities in this Thematic Focus Area will build off work by the former Key Population Community of Practice and initially prioritize:

  • Supporting Ministries of Health (MOHs) to make public health facilities more responsive to the needs of key populations—sex workers, men who have sex with men, people who use drugs, and transgender people—through the adaptation and implementation of CQUIN’s Key Population Friendly Service Quality Assessment.
  • Improving PrEP service delivery for key populations, utilizing differentiated service delivery (DSD) approaches to integrate PrEP into primary care at public sector health facilities, alongside HIV testing and treatment.
  • Supporting MOHs to introduce, expand, and decentralize PrEP services to reach key populations and other vulnerable populations.

CQUIN’s Key Population Friendly Service Quality Assessment (SQA) is a practical resource designed to help government-run, public health facilities deliver high-quality, equitable, and stigma-free HIV services to key populations such as men who have sex with men, sex workers, people who use drugs, and transgender individuals. Developed in collaboration with the Quality Management Community of Practice, the tool, available in English and French, is now ready for use and can be downloaded here.
