Perspectives—ISHTAR’s Jeffrey Walimbwa on Improving HIV Services for Key Populations in Kenya
Jeffrey Walimbwa is an active member of CQUIN who advocates for the rights of marginalized groups to access health care. In partnership with the Kenya Ministry of Health, and with technical support from ICAP at Columbia, he’s conducting a survey to investigate barriers that community members face when they are accessing drugs or services at health facilities.
ICAP Study Highlights the Need for Innovative Differentiated Services to Improve Health Outcomes for People with Advanced HIV
Analyzing data from Ethiopia, Kenya, Mozambique, and Tanzania, the study team found a great need for innovative DSD models for persons living with HIV who have advanced disease. Chloe Teasdale, PhD, MPH, associate research scientist at ICAP and lead study author, discusses the study, which was published in the Journal of International Aids Society (JIAS) in December 2018.
CQUIN Network Overview and 2018 Highlights
In 2017, ICAP at Columbia University launched CQUIN. Over two years, the network has grown substantially and continues to receive strong support from ministries of health, implementing partners, recipients of care, civil society, and other stakeholders.

CQUIN Supports National Coordinators to Accelerate DSD Scale-Up in Network Countries
In February, CQUIN launched an online DSD community of practice designed to support DSD coordinators. Part of CQUIN’s diverse portfolio of activities to accelerate DSD scale-up, the community consists of ministry of health staff and DSD coordinators from 10 countries, who meet twice a month to share ideas on planning activities, discuss solutions to common challenges, and exchange tools and resources.
Eswatini, Kenya, and Malawi Observe TASO’s Rights-Based Approach to DSD in Uganda
CQUIN recently supported teams from Eswatini, Kenya, and Malawi to visit Uganda on a joint south-to-south learning exchange hosted by the Uganda Ministry of Health National AIDS Control Program. From June 10-14, the teams visited The AIDS Support Organization (TASO), a pioneer in Uganda’s HIV/AIDS response. The exchange included three field visits to observe Community Drug Distribution Points (CDDP) and Community Client-Led ART Delivery (CCLAD) and facility based DSD models.
