This template has been adapted from the Tool for Intervention Evaluation and Ranking (TIER), version 26 June 2025, developed by the International AIDS Society (IAS).
TIER is a structured framework designed to support prioritization of HIV program components (including testing, treatment, and prevention services) based on epidemiological context and progress towards the 95-95-95 targets.
