Welcoming Dr. Moses Bateganya: CQUIN’s New Technical Deputy Director, Brings Decades of HIV Program Experience

ICAP is pleased to welcome Dr. Moses Bateganya as the new technical deputy director for CQUIN. With more than 20 years of public health experience, he has designed, implemented, and strengthened HIV programs across sub-Saharan Africa, Asia, and the Caribbean.

As a physician and public health leader, Dr. Bateganya has closely collaborated with ministries of health, global donors, academic institutions, and implementing partners. His efforts have expanded access to HIV prevention, treatment, and care, and strengthened health systems and service delivery models.

Recently, Dr. Bateganya served as senior TB and HIV advisor at the U.S. Agency for International Development in Tanzania. Leading PEPFAR-supported efforts, he provided technical leadership and partnered with the Government of Tanzania to strengthen HIV and TB service delivery. Over 160,000 recipients of care accessed antiretroviral therapy as he guided the implementation of innovations, such as decentralized drug distribution, to improve retention and viral suppression.

Previously, Dr. Bateganya served as technical director of projects at FHI 360, where he provided technical leadership on the Meeting Targets and Achieving Epidemic Control (EpiC) project and supported HIV programs in more than 20 countries. In addition, he advanced decentralized drug distribution and other differentiated service models and led HIV surge programming to expand treatment coverage across multiple settings.

Dr. Bateganya previously worked with the University of Washington’s International Training and Education Center for Health (I-TECH), where he collaborated with ministries of health and implementing partners to strengthen HIV programs and integrate HIV care within broader health systems.

He later served at the U.S. Centers for Disease Control and Prevention (CDC) in Atlanta as the Care Team Lead, supporting multi-country efforts to address advanced HIV disease and improve access to comprehensive HIV care and treatment services.

“We are truly delighted to welcome Moses to the CQUIN leadership team,” said Jessica Justman, MD, senior technical director for ICAP and CQUIN principal investigator. “His deep experience working with countries to strengthen HIV programs and scale innovative service delivery approaches will be an important asset as CQUIN continues supporting countries to maintain HIV services despite the current funding challenges.”

“Dr. Bateganya is a familiar presence in the CQUIN network, having contributed to prior meetings as a USG representative,” said Maureen Syowai, MBChB, MSc, CQUIN Program Director. “In his new role, he will provide strategic leadership aligned with the network’s priorities, collaborating with member countries to advance service continuity through government-led and community-driven approaches to HIV programming.”

Dr. Bateganya holds a Master of Public Health from the University of Washington, a master’s degree in internal medicine, and a Bachelor of Medicine and Surgery from Makerere University in Uganda.
